Cecilio was born in La Coyota, Texas a settlement about two miles west of Castolón, Texas. Ceciliohe twelveth child of Severiano and Rita Chavarría. He later moved to Alpine, Texas where he lived for 41 years. He was a rancher. Cecilio died in February 27, 1975 of respiratory failure. He had been living at 305 South 9th Street in Alpine.
